Last Western detainee at Gitmo returns to Canada

(AP) ? The last Western detainee held at the Guantanamo Bay U.S. military prison has returned to Canada after a decade in custody and has been transferred to a maximum security prison in Canada where he awaits parole, Canada's public safety minister said Saturday.

Vic Toews said that 26-year-old Omar Khadr arrived at a Canadian military base on a U.S. government plane early Saturday and was transferred to the Millhaven maximum security prison in Bath, Ontario.

Khadr pleaded guilty in 2010 to killing a U.S. soldier in Afghanistan and was eligible to return to Canada from Guantanamo Bay last October under terms of a plea deal.

Khadr was 15 when he was captured in 2002 in Afghanistan, and has spent a decade at the Guantanamo prison set up on the U.S. naval base in Cuba to hold suspected terrorists after the Sept. 11, 2001 attacks. He received an eight-year sentence in 2010 after being convicted of throwing a grenade that killed Army Sgt. 1st Class Christopher Speer during a 2002 firefight .

Toews noted that the U.S. government initiated the transfer and suggested that Canada had little choice but to accept him under Canadian law.

"Omar Khadr is a known supporter of the al-Qaida terrorist network and a convicted terrorist," Toews said. "Omar Khadr was born in Canada and is a Canadian citizen. As a Canadian citizen, he has a right to enter Canada after the completion of his sentence."

John Norris, Khadr's Canadian lawyer, has said Khadr would be eligible for parole as early as the spring of 2013. It will be up to Canada's national parole board to release him, Toews said.

"I am satisfied the Correctional Service of Canada can administer Omar Khadr's sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration," Toews said.

Toews said that Omar Khadr's mother and sister "have openly applauded" his father's "crimes and terrorist activities" and noted that Omar has had "little contact with Canadian society and will require substantial management in order to ensure safe integration in Canada."

Khadr's family and lawyer did not immediately respond to messages seeking comment about his release.

Canadian Prime Minister Stephen Harper's Conservative government had long refused to request the return of Khadr, the youngest detainee held at Guantanamo. The reluctance is partly due to suspicions about the Khadr family, which has been called "the first family of terrorism."

Defense attorneys have said Khadr was pushed into fighting the Americans in Afghanistan by his father, Ahmed Said Khadr, an alleged al-Qaida financier whose family stayed with Osama bin Laden briefly when Omar Khadr was a boy.

The Egyptian-born father was killed in 2003 when a Pakistani military helicopter shelled the house where he was staying with senior al-Qaida operatives.

U.S. Defense Secretary Leon Panetta signed off on Khadr's transfer in April. Panetta said in Ottawa earlier this year that sending Khadr back to Canada would be an important step because it would serve as an example to other detainees who are looking to return to their home countries or other places. Some Guantanamo detainees have been reluctant to agree to plea deals after noting that Khadr had remained in Guantanamo despite being eligible to leave since last October.

The U.S. Defense Department confirmed the transfer in a statement and said 166 detainees remain in detention at Guantanamo Bay.

Suzanne Nossel, Amnesty International USA Executive Director, said the Guantanamo prison should finally be closed. She said Canada now has a chance to right what she called the many wrongs against Khadr and called for an investigation into Khadr's allegations of torture.

"Given the Obama administration's glacial pace towards closing the U.S.-controlled detention center, little and late though it is, today's news represents progress," Nossell said in a statement. "Khadr was imprisoned at the age of 15, subjected to ill-treatment and then prosecuted in a military commissions system that does not meet international fair trial standards. Growing up in Guantanamo and facing more prison time in Canada, his future remains uncertain."

Italians Take Up The Torch To Ignite Their Own Tech Startup Scene ...

Last year Italy?s official statistics bureau, ISTAT, produced a report on the state of the internet in Italy. It found that in world terms, Italy was below average in terms of Internet usage. The European average is 73% usage by population, but Italians were hovering around the 63% mark. But official statistics can be cruel and out of date ? and it?s clear now to any observer on the ground that whatever is happening in the home market, Italian tech startups aren?t just shooting for their own country but for yours as well. Evidence of this emerged when Facebook bought Italy-based Glancee, this year ? this was the location based mobile story of the year. And there have been other undercurrents. The Italian Startup Scene Facebook Group which now has over 8,300 members, up from less than 3,000 last year ? is still growing. Clearly many of the old attitudes are changing fast, and are probably out of date as we speak. For instance, the TechCrunch Italy CrunchUp event in Rome this last week was originally supposed to be a simple meetup. But it?s a sign that Italy?s startup eco-system has exploded in the last 18 months or so that we ended up having to find a venue for over 1,000 people who wanted to come. Italy has clearly changed since I scratched around a tiny Italian-only event in 2008.

And it is the young people who are driving the change, as well as forcing politicians ? usually obsessed with the economic crisis ? to sit up and take notice. Refreshingly, the Italian government hasn?t been sitting on it?s hands. The business minister is currently prepping new legislation dubbed ?Startup Italia? which should be passed in early October. A huge consultation process happened on the campus of investor H-Farm, where a number of Italian startups and VCs could contribute. Eventually the legislation is hoped to include new tax breaks for Angel investors and a new kind of limited company allowing for faster hiring and firing compared to traditional companies.

Much of this has been initiated after a report called Restart Italia, drawn up by the fask force established
by the Minister of Economic Development Corrado Passera. The report suggested that startups needed more support in Italy and could boost economic growth and employment, especially among the young and could have a widespread impact on Italian society.

But it hasn?t all been plain-sailing as the largely conservative Italian culture and society has not always been welcoming to tech entrepreneurs. This, despite it?s long history of fascination with cutting edge fashion designers exhibiting on the catwalks of Milan and it?s well-earned reputation as a crucible of innovation in the world?s leading high performance sports cars.

But the signs of the times are changing. Regional governments within Italy ? which often have more autonomy than central government ? are dreaming up their own initiatives outside the dead-locked corridors of Rome. Perhaps one of the fastest moving is the tiny regional state of Trentino around the city of Trento. A semi-autonomous region which effectively makes it own rules, it is currently putting into a place a scheme called Trento Rise, which is planning to launch a scheme to incubate over 100 companies from all over Europe in partnership with other Italian accelerators. It?s no coincidence that hits head, Prof. Fausto Giunchiglia, once worked at Stanford University. And because Trentino?s local government can raise it?s own taxes, some years ago it decided pump its wealth into innovation initiatives, allocating close to 3% of its provincial GDP to research. By contrast the national Italian government as a whole puts just 1% of GDP into research. The result ha been that Trentino is one of Italy?s wealthiest regions and almost sealed off from the economic pain in the rest of the country.

Tiny Trento is also part of the European Union backed project called the European Institute of Innovation and Technology (EIT) ICT Labs, along with Stockholm, Paris, Berlin, Helsinki, Paris, Einhoven. This means it has access to millions of Euros in funding to promote real-world spin out companies from academic research at Master and PhD level.

Thus, at the TechCrunch Italy event this week, the buzz was palpable in the venue, a reproduction of Shakespeare?s Globe Theatre in London, created 10 years ago by an Italian entrepreneur. Some highlights of the day included appearances by Rome City officials and the Italian business minister to support the event. And the fact that Alec Ross, Senior Advisor for Innovation to Hillary Clinton took time out to speak about how to create a society and culture that is open to startups and innovation. Despite the Wi-Fi not holding up and the weather being too hot, most agreed it was a great event, attracting pan-european VCs such as Index Ventures, Doughty Hanson and Balderton Capital.

During the day we had 50 speakers, speakers, a great agenda, a startup showcase, an amazing venue and some great sponsors. We?re even had a hackathon organised by Hackitaly. There were almost 5,000 people on the live stream and the hashtag #TCItaly trended on Twitter in Italy. Thanks to Populis and Mind The Bridge Foundation for putting it all together.

The winner of the startup pitches, Atooma is a mobile toolkit to create your own mini-apps. Because it's a contextual app it is aware of your environment and your behaviour, effectively making your smartphone smarter. People can then publish their mini app in the Atooma community and others can download it. It has a very simple user interface. And example of use is getting your inbox Sms or e-mail automatically read to you while driving or preventing your phone from ringing or logging onto a network when the battery is about to die. This was a great startup.

NextStyler is an exclusive fashion brand, solely Made in Italy, created by emerging fashion designers and directly chosen by its customers. NextStyler creates a competition for designers based around a theme like Winter wear. designers upload their sketches and compete through a voting system. The best rated sketches are manufactured in Italy by skilled people and sold on NextStyler online-shop. They have raised 500K Euros seed fudging and are aiming for a new 1.5m Euro round.

Staq.io

Created at a Techcrunch Hackathon last year Staq is a back end as a service. You upload your code and they create a REST API out of the bios, with scaling and everything. You can create mobile apps, Facebook apps, web service, etc etc ? They are in private beta right now. From Monday they will be in a ?major accelerator? in Seattle.

MoneyFarm

Kids and Teens: The Perks of Playing a Musical Instrument ...

Flashback to when I was in grade two. I was urging my mom to let me take piano lessons. My mom said ?no? because first, the fees were expensive, and second, she thinks that such activities would only interfere with my academic studies. I really wished she had enrolled me for music lessons though. I really wanted to learn to play the piano, the guitar, or the violin when I was young and I only had two simple reasons why?

First, I love music and I wanted to learn how to make music by myself. For a kid, learning how to play musical instruments could give a certain sense of achievement. It can also boost our confidence, knowing that such is a unique skill that only the persistent can develop.

The second reason was that I knew that being talented at making music can help me gain more friends in school. Kids who are good at playing musical instruments are more likely to become popular too, right? They can join bands and perform during special school events ? and in the process develop excellent social skills.

I know my reasons before were a bit petty ? but if you think thoroughly about whether you should let a kid learn to play a musical instrument or not, you will see that the benefits very much outweigh any risks.

Aside from my petty reasons above, I think we should let our kids learn how to play the piano or the violin because it would teach them discipline, acquired through the need to regularly practice and concentrate at playing. They would also develop patience and persistence, life lessons which are very valuable.

Learning how to play musical instruments can also be a source of fun ? and a form of stress reliever and self-expression. It can also reduce stage fright, promote team work, and as noted in some studies, it can enhance memory, and improve math, reading, and comprehension skills.

With all these probable benefits at hand, parents should even encourage their kids to explore the world of music. Clean Energy Upgrade Program A HERO For California Residents, Economy

Making energy-efficient improvements to your home can save thousands of dollars and provide a healthier indoor environment. With utility prices at an all time high, there are few homeowner who would shy away from a chance to save some money. The only problem is that retrofitting your home with solar panels or a?tank-less?water heater takes money?lots of it. Homeowners who lack the financing to install these upgrades often get stuck in a limbo of high bills and an inability to do anything about them.

Officials in California?s Western Riverside County knew there had to be a better way. In December 2011,?The Western Riverside Council of Governments (WRCOG) created the HERO Financing Program, a way for property owners to pay off the cost of energy-efficient upgrades over time. In less than a year, the program has been a smashing success, with $50 million in home energy retrofits installed.

According to the WRCOG, consumer demand has caused the size of the Program to increase rapidly, with half of the total dollars financed through HERO since July alone. The program?principles established by AB 811, which allows private property owners to pay for permanently affixed energy and water efficient products and renewable energy systems over time through their property taxes. Because energy-efficient upgrades improve home and property values, they?are paid for as an assessment on the property itself.

But the benefits aren?t isolated among homeowners alone. With $325 million to be invested, WRCOG expects the HERO Program to create as many as 4,000 jobs and save about 15 million kilowatt-hours in the area. The over 400 participating contractors have found that offering HERO financing gives them a competitive advantage.

?HERO financing has been a huge part of the growth my business has seen over the past few months.?After years of having customers make upgrades only when absolutely necessary, I have been pleasantly surprised to see homeowners coming out of the woodwork to make the changes they have long dreamed about,? said Glen Rusche with Synergy Companies, Inc.

Shhhhh? It isn?t even official yet, but someone told me that there is something a-brewing in North Larchmont. So of course, we had to head over to check for ourselves. What we found is NOLA?s newest eatery Coffee + Food, an exquisite take on two of mommy?s most prized necessities.

The coffee? well, put it this way?I don?t usually like to drink coffee unless I am back home in Costa Rica because I just can?t get down with the Charbucks. But their custom made house blend was smooth and just strong to off-set the mere 4 hours of sleep I got the night before nursing a sick toddler back to health.

The food? is prepared slowly and lovingly with fresh in-season ingredients, but ready for you to grab in a flash on your way to your afternoon story time. You can pick up one of their picnic-to-go packs (like ?The Actress? which is chock full of fresh cut veggies, fruit and protein to get you back in your superstar bod), the already infamous Kale Salad or a fresh pressed Panini. We sampled the Roast Beef with this amazing garlic, pesto rub and the Grilled Cheese, which had gruyere, sharp cheddar (not the orange die stuff), and blue cheese, topped with fresh figs and pressed between raisin bread. Needless to say, that went over too well with the tyke, I barely got a bite! Finish off lunch with one of the amazing deserts, like the Chocolate?Raspberry?Cupcake with Raspberry Mouse (which as far as Arya is concerned, we didn?t eat!?That?s for Edan and I to know, and her to never find out).

Abbas says to seek upgrade of Palestinian U.N. status

UNITED NATIONS (Reuters) - Palestinian President Mahmoud Abbas said on Thursday he would seek to have the Palestinians' U.N. status upgraded to a sovereign country and cautioned that Israeli settlement expansion meant time was running out for a two-state solution.

"Despite all the complexities of the prevailing reality and all the frustrations that abound, we say before the international community there is still a chance - maybe the last - to save the two-state solution and to salvage peace," Abbas told the U.N. General Assembly.

But he warned the 193-nation assembly that Israel was "promising the Palestinian people a new catastrophe" if it continued with its current Jewish settlement policies in the occupied West Bank.

The so-called two-state solution involves the creation of a state of Palestine to exist peacefully alongside Israel.

After failing last year to win recognition of full statehood for the Palestinians at the United Nations, Abbas is looking for a less-ambitious status upgrade at the world body that would make it a "non-member state" like the Vatican.

The Palestinians' current U.S. status is that of an "observer entity." If Abbas gets his way, that would change to "observer state."

Upgraded status for a Palestinian state could be uncomfortable for Israel. Being registered as a state rather than an entity would mean the Palestinians could join bodies such as the International Criminal Court (ICC) and file a raft of complaints against Israel for its continued occupation.

Abbas said that seeking an upgrade of Palestinian membership was not aimed at harming Israel.

"In our endeavor, we do not seek to delegitimize an existing state - that is Israel - but to assert the state that must be realized - that is Palestine," he said.

This time around, Abbas looks certain to get his way, U.N. diplomats say, but the resolution he plans will not bring true independence any nearer. It will also anger the United States as well as Israel, which is likely to retaliate with painful economic countermeasures.

"LIBELOUS SPEECHES"

In 2011, when Abbas bid for full U.N. statehood, there was excitement in the West Bank.

Predictably, the request wilted in the face of fierce U.S. opposition.

U.N. Secretary-General Ban Ki-moon said on Tuesday that the two-state solution was the only sustainable option for peace. But he said the continued growth of Israeli settlements meant that "the door may be closing, for good."

Abbas said that for the past year Israel, "the occupying power, has persisted with its settlement campaign, focusing on Jerusalem and its environs."

"It is a campaign of ethnic cleansing against the Palestinian people via the demolition of their homes and prevention of their construction, the revocation of residency rights, the denial of basic services," he said.

Israeli Prime Minister Benjamin Netanyahu spoke shortly after Abbas and reiterated his call for direct talks. He also made clear he was not pleased with the Palestinian address.

"We won't solve our conflict with libelous speeches at the U.N.," he said. "That's not the way to solve it. We won't solve our conflict with unilateral declarations of statehood."

"We have to sit together, negotiate together, and reach a mutual compromise, in which a demilitarized Palestinian state recognizes the one and only Jewish State," Netanyahu said in a speech that was mostly focused on Iran's nuclear program.

There have been no direct Palestinian talks with Israel since 2010, when the Palestinians refused to resume negotiations unless the Israeli government suspended settlement building in the West Bank and East Jerusalem.

Rob Danin, an analyst at the Council on Foreign Relations think tank, said Abbas' focus on the Israeli-Palestinian conflict and Netanyahu's on Iran illustrated the difficulty of getting the two sides back into serious peace talks.

"Whoever emerges as U.S. president on November 6 will be forced to find a way to reconcile these competing Israeli and Palestinian priorities," he said. "Otherwise, Abbas and Netanyahu are each likely to pursue paths that conflict with current U.S. approaches."

The United States has also called for renewed direct talks.

Fuschillo to Offer Free Prostate Cancer Screening Program in ...

State Sen. Charles Fuschillo, R-Merrick, in conjunction with?the Integrated Medical Foundation and Bostwick Laboratories, will be?sponsoring a free prostate cancer screening program in Wantagh.

The free screening program will be held on Oct. 11 between 4-6 p.m. at the?Wantagh American Legion, which is located at 3484 Park Avenue, Wantagh. The free screenings will be?conducted by Dr. Theodore Felderman.

The Integrated Medical Foundation?s guidelines for the program?are as follows:

  • Open to all men over the age of 40 who have not previously been?diagnosed with prostate cancer, regardless of whether or not?they have insurance;
  • Screenings will include a PSA blood test and a digital rectal?exam;
  • Men who will be getting screened must bring a photo identification?containing an address, such as a driver?s license;
  • Patients wishing to be notified of the exam results should?bring two stamped envelopes: one addressed to themselves and the?other to their doctor.

Appointments are recommended but walk-ins will be accepted.
Screening appointments will be scheduled on a first come, first served
basis. Men who would like to schedule an appointment for a free prostate

The transition from one model year to the next usually foretells the demise of a few good worn-out nameplates. Come 2013, say goodbye to models like the Mitsubishi Galant, Kia Sedona and the Hyundai Veracruz.

While there?s probably not much love lost for these mediocre models, they will likely be deeply discounted and appealing to frugal shoppers.

The dying midsize Galant, available only with a single four-cylinder powertrain and plenty of standard features, is one of the most deeply discounted models on the list. It can be had for the low price of about $19,100 (including destination) after discounts. Mitsubishi consistently has offered $3,500 cash back on Galants during the past few months.

The Veracruz, a full-size crossover, is being cut to make room for an expanded 2013 Hyundai Santa Fe lineup. The Hyundai Elantra Touring ? one of the rare remaining affordable station wagons on the market ? is being replaced by a more contemporary hatchback model, the Elantra GT. Both models get generous cash-back offerings, coupled to low APR financing or decent long-term leasing offers.

Models like the Mazda CX-7, Lexus HS 250h and the Mercedes-Benz R-Class were also discontinued recently, and a few are still?left at dealerships. We couldn?t find any advertised discounts for those models, but there are surely discounts to be had on those nameplates, too.

Some models, like the Chevrolet Impala and Jeep Liberty, are going to see wholesale changes in the coming model years, so we?ve included them in our discount list below.
